Officially titled "A Study of School District Organization in Fourteen Counties in Minnesota, July 1, 1936," the survey was begun in 1934 with funds from state and federal relief programs as a study of school district organization in fourteen selected counties, each picked with the consent of the county superintendent of schools. The counties surveyed were Beltrami, Big Stone, Chippewa, Chisago, Dakota, Houston, Kittson, Kandiyohi, Martin, Otter Tail, Pope, Swift, Wadena, and Wilkin. The study surveyed each district's organiztaion, financial condition, and educational opportunities offered, and made recommendations that would provide for a plan of reorganization when necessary. It was sponsored by the Minnesota State Department of Education in cooperation with the Minnesota State Planning Board as WPA Project No. 1758.
